[1] This is Arrian the politician and historian (PIR² F219). A native of Nicomedia, he was archon of Athens in 145/6 AD (Byrne, Roman Citizens, 259, 508). [2] Ll. 2-6 are in hexameters. This is a dedication by an ephebic "team" (systremma) of twelve ephebes (see IG II² 2087). The team leader was the ephebic polemarch, Apollophanes. Other inscriptions from the same ephebic cohort include: another dedication by Apollophanes, celebrating victory in a torch race (IG II³ 4, 418), as well as an honorific herm for the superintendent (IG II² 3741), and three others (IG II² 2052, 2054, 2152+3395). The ephebes named without demotics in ll. 16-18 were probably non-citizen ephebes, known as "additional enrolees" (epengraphoi), on whom see IG II² 2017. [3] The controller and deputy controller, Euphemos and Sympheron, are Apollophanes' father and brother respectively. On the position of controller (sophronistes), see IG II² 2044. It was normal for them to have sons in the cohort, but unusual for them to be as prominent as Apollophanes is.
