[1] This statue base is part of a group erected for Emperor Hadrian (r. 117-138 AD) in the precinct of the Temple of Olympian Zeus by delegations from cities throughout the eastern Roman Empire to celebrate Hadrian's consecration of the temple in 132 AD (see IG II² 3290 with notes). The dedicator of this statue, Apollonia, was a city in Cyrenaica. This region suffered heavily in the Jewish War of 115-117 AD and Hadrian is associated with the restoration of the Apollonia-Cyrene road (IRCyr. C.246) and rebuilding work at Apollonia itself (IRCyr. A.37), which probably explains why the city refers to Hadrian as oikistes (exclusively used for city founders), rather than the more common ktistes (founder or builder).
