[1] This statue base is part of a group erected for Emperor Hadrian (r. 117-138 AD) in the precinct of the Temple of Olympian Zeus by delegations from cities throughout the Roman Empire to celebrate Hadrian's consecration of the temple in 132 AD (see IG II² 3290 with notes). The dedicator was the Roman colony established by Augustus at Alexandria Troas in the Troad region of the province of Asia. The city was the site of Troy, which the Romans believed to have been their original homeland. Two statue bases for Hadrian survive at Alexandria (IK Alexandreia Troas 20-21). Hadrian’s benefactions to the colony included a major aqueduct, whose construction was overseen by the young Athenian magnate Herodes Atticus (Philostratos Vit. Soph. 548-9). The community emphasises its status as a Roman colony (colonia) by inscribing the text in Latin, aside from a Greek gloss in l. 10 (cf. CIL III 7281, 7283, and probably 7285). These are probably the set of statues that Pausanias 1.18.6 says stood in front of the columns of the temple and were known as "colony cities" (apoikoi poleis). There may originally have been ten of them, one for each column of the front façade, perhaps limited to the colonies which held the prestigious privilege of the "Latin right" (ius Italicum). They may have inspired other cities of the East to erect the other non-Latin statue bases in the precinct (F. Camia, A. Corcella, and M. Monaco in What's New in Roman Greece, 2018, 477-483).

The base was reused as a column base for the second phase of the outer south peristyle in the Library of Hadrian at the beginning of the 5th century AD (G. Knithakes and G. Tinginanka, Ath. Delt. 36 (1981) B, 5). There is anathyrosis on top of the block. [2] This may be an error for "Marcus Servilius Tutilius Paulus".
