[1] The honorand of this statue, Titus Flavius Kyllos, was archon of the Panhellenion from 153/4 to 156/7 AD, serving concurrently as priest of Hadrian Panhellenios and competition-director of the Panhellenia games of 156/7 AD (as was usual). He also appears in this role in OGIS 504-507 D. On the Panhellenion, see IG II³ 4, 215 with notes. Kyllos’ family came from Hypata and was the leading family of the Thessalian League from the mid-first century BC until mid-second century AD (N. Sekunda ZPE 118, 1997, pp 207-226). He and another prominent Thessalian, Leuros, are apparently mocked by the poet Ammianus as a pair of "spear-morons" (Anth. Pal. 11.16). Their mutual descendant, Marcus Ulpius Eubiotos Leuros received extraordinary honours from the Athenians around 230 AD (SEG 30.82. This inscription is explicit that the Thessalians were members of the Panhellenion as a league, rather than as individual cities. This was also the case for the Cretan League (IC I 56). Another Thessalian Panhellene appears in SEG 25.680 from Demetrias.

The base was reused in the foundations of the post-Herulian wall along with Agora XVIII 402, the base for Tiberius Claudius Iason Magnus, Kyllos' successor as archon of the Panhellenes. It is likely that both bases originally stood in the nearby City Eleusinion (the Panhellenion had close ties with the Eleusinian cult). It remains in situ inside the wall and is not now visible.
