To Hestia and Apollo and the gods Augusti (theois Sebastois) and the Council of the Areopagos and the Council of six hundred and the People,^[1] Philoxenos son of Agathokles of Phlya dedicated (this) from his own resources, made by his father (5) Agathokles son of Philoxenos of Phlya,^[2] when the hoplite general was Tiberius Claudius Theogenes of Paiania^[3] and the manager of the city (epimelētou tēs poleōs) was Tiberius Claudius Oinophilos of Trikorynthos.^[4]

[1] This base carries on its left side a 4th-cent. BC inscription, IG II² 3833, from a former use. There are cuttings for bronze statue bases in both the top and bottom. The theoi Sebastoi are the deified Augustus and his wife, Livia. [2] The sculptor Agathokles and his son Philoxenos are known only from this monument. It is not clear what office, if any, Philoxenos held. [3] Tiberius Claudius Theogenes was one of Athens’ most eminent citizens around the mid-first century AD and served in many important positions (for his career see Schmalz, p. 310). Schmalz suggests that the dedication was made in the city hall (prytaneion) before the year 61 AD, when Theogenes was made herald. Generals began to be appointed to specific commands, such as "hoplite general" (epi tous hoplitas) or "general for the countryside" (epi ten choran), in the mid-fourth century (first in IG II³ 1, 292, ll. 19-20), and by the Roman period the "hoplite general" was one of the leading officials of the city. See Ath. Pol. 61.1 with Rhodes' Commentary. [4] Tiberius Claudius Oinophilos, whose family is already attested in the 4th century BC, was one of the leading citizens in Athens at this period. He is the first Athenian known to have reached equestrian rank at Rome. His career is well known from IG II² 3546 (for biographical details, a stemma and older bibliography see Schmalz, pp. 294-96). The post of manager of the city (epimeletes tes poleos) was created in the Imperial period and was entrusted only to Athenians of the highest rank; its functions are not known (D. Geagan, Athenian Constitution after Sulla, 1967, 117-19)
