[1] In 401/0 Athens honoured foreigners who had supported democracy against the Thirty, RO 4, and here she honoured also those Athenians who had formed the core of Thrasyboulos’ resistance force. In 330, arguing against the proposed award of a crown to Demosthenes, Aischines gives a full account of this inscription (3.186-90) in the context of a review of monuments in the Agora commemorating the great deeds of Athenians of the past. He locates it in the Metroon (the former Council chamber), near to which most of the surviving fragments were indeed found, mentions the proposer, Archinos of Koile (“one of those who restored the democracy”), and states that the honorands (“those who restored the People in exile from Phyle”) were awarded 1,000 dr. for sacrifices and dedications (less than 10 drachmas a man [possibly an exaggeration]) and foliage crowns (“in those days the foliage crown was valued highly, while now even the gold crown has come to be despised”). He also reports that the decree stipulated that the award be made only after careful enquiry by the Council as to the identities of those who were besieged in Phyle by the Spartans and the Thirty, and (190) has the epigram on the monument (ll. 73-76) read out in court. The base probably supported a statue (personification of the People or Democracy?). There are dedications from the first half of the fourth century by boards of Athenian officials commemorating the award of honours (sometimes, as here, the dedication was publicly funded); but to honour a group of private citizens in this way was unique, and inscribing dedications with the text of the decree only became normal practice in the 340s (cf.
